The defect

pre-commit run --all-files scans the whole repo, so it can modify files a PR never touched. The auto-fix step then staged only PR-diff files — correct, and deliberately so since #213 — but ran git commit unconditionally afterwards.

When the hooks had touched only files outside the PR's diff, git add staged nothing, git commit exited 1, and because GitHub runs steps under bash -e, the whole step died. The PR went red for a violation its author didn't introduce and couldn't fix from inside the PR.

This is the follow-up promised in #262, which removed the trigger (two changelog_generator.py defects) but not the fragility.

Reproduced before fixing

I ran the old logic against a synthetic repo — PR modifies tracked_main.txt, hooks reformat legacy.txt which the PR never touched:

Same scenario, new logic: exit=0, RESULT: no-pr-diff-files-to-fix, plus a warning naming legacy.txt.

Changes

  1. Split hook-modified files into two sets: those inside this PR's diff and those outside it.
  2. Guard the commit with git diff --cached --quiet. This is the actual defect — a file can be in the PR diff yet left untouched by the hooks, so the git add stages nothing even when the file list is non-empty.
  3. Surface outside-PR files as a ::warning:: that names them, so a failure here is diagnosable as pre-existing repo debt rather than something the author did.

#213's protection is preserved, and verified

The concern with touching this file is re-introducing the footgun where repo-wide reformatting gets dragged into an unrelated PR. Tested explicitly — hooks touching both an in-PR and an out-of-PR file:

Only the in-PR file is committed. The out-of-PR change is left in the working tree and discarded with the runner.

What this does not change

The job still fails when pre-commit finds violations it cannot auto-fix within the PR's scope — that's the "Fail if pre-commit failed and couldn't auto-fix" step, and it's correct. The difference is that the failure now carries a warning naming the out-of-diff files responsible, instead of a bare git commit exit 1.

ONLY files outside the diff, nothing was staged, `git commit` exited 1, and
because steps run under `bash -e` the whole step died - reddening PRs that
did not cause the violation.

Reproduced before fixing: old logic exits 1 with 'no changes added to commit'.
New logic exits 0 and skips the commit.

Changes:
- split hook-modified files into in-PR and outside-PR sets
- guard the commit with `git diff --cached --quiet` (the actual defect: a file
  can be in the PR diff yet untouched by hooks, so the add stages nothing)

Its job is done: it forced the rewritten auto-fix step to actually execute in
CI (run 32685272621, step 7 -> success, commit 70336b7), proving $RUNNER_TEMP,
comm and xargs -d behave on the real runner rather than only in local tests.
